The Maharashtra government has once again demonstrated its commitment to the real estate sector and property owners by extending the Stamp Duty Amnesty Scheme, officially known as ‘Mudrank Shulakh Abhay Yojana’, until June 30, 2024. This extension, the third of its kind, is aimed at providing significant relief to property owners and stimulating the state’s real estate market.

A Strategic Extension for Economic Growth

Initially introduced in December last year, the amnesty scheme is designed to encourage the settlement of outstanding stamp duty dues by offering substantial discounts on penalty fees for delayed stamp duty payments. The scheme, which was supposed to end on March 31, 2024, has been extended to allow more property owners to take advantage of the reduced penalties.

Experts believe that the Maharashtra government’s decision to extend the stamp duty amnesty scheme is a strategic move to stimulate the real estate market. By making property registration more financially attractive, the government is not only encouraging a higher volume of transactions but also ensuring a steady flow of revenue collections critical for the state’s economic development.

The Importance of the Amnesty Scheme

The Stamp Duty Amnesty Scheme operates in two phases for ease of execution. The first phase commenced on December 1, 2023, and concluded on January 31, 2024. The second phase, initially set to end on March 31, has now been extended till June 30, 2024. This extension is crucial for redevelopment projects and property owners who seek to regularize contracts where insufficient stamp duty was paid in the past.

Real estate experts, including Anuj Puri, Chairman of ANAROCK Group, and Prashant Sharma, president of NAREDCO Maharashtra, have applauded the extension. They underscore the scheme’s role in upholding the real estate market by facilitating more transactions, which, in turn, benefits linked sectors and boosts Maharashtra’s overall economic growth.

A Note of Caution

While the extension of the stamp duty amnesty scheme is a welcome move for many, experts caution against viewing it as a fallback for paying insufficient duties. Samantak Das, Chief Economist and Head of Research and REIS at JLL India, emphasized the importance of fulfilling legal obligations by paying appropriate stamp duties on time to ensure legal rights are adequately protected.

In summary, the extension of the stamp duty amnesty scheme by the Maharashtra government is a well-timed intervention that promises to provide relief to property owners and fuel the real estate sector’s growth.
